Forming Verandah to Ground Plan
I wish to point out that if it be considered desirable to construct an open Verandah to the Ground Floor, such can be done by continuing the Vestibules along all sides, the general design of which would be as shown.
Estimated cost.
I estimate the cost according to the enclosed Bill of Quantities to be as follows:-
Power, including Electric Light, Lightning conductor, Furniture, etc.

In conclusion, I would state that I endeavoured to design a Tower which shall be considered worthy of such an important centre as Hongkong is, but at the same time, in consequence of having been without actual information as to the cost the Government were prepared to meet in the construction of such a Tower, I have endeavoured to provide for such alterations as may meet such contingencies in construction as might increase or diminish cost.
Room for Watchman.
As it might be considered well to have an additional floor near the top of Tower to serve as a room for a Watchman in case of fire or other emergencies, I have shown a floor on Drawing No. 4, but the cost of this is not included in the estimate submitted. In any case, such an addition would not amount to much.
